초록

오늘날 난민에 대한 인식은 상당히 부정적이다. 난민은 대개 보호를 받고자 하는 나라에서 그저 도움만을 받으러 오는 존재들로 인식되거나 그 사회에 상당히 해를 끼칠 수 있는 ‘잠재적인 범죄자’ 혹은 ‘테러리스트’로 간주되곤 한다. 이러한 난민에 대한 부정적인 인식은 최근 몇 년 사이에 북아프리카, 중동과 유럽에서 발생한 난민의 대이동에 대한 인터넷과 매스미디어의 재현을 통해 더욱 더 빠르게 확대 재생산되어 왔다. 그런데 이 논문은 이러한 난민에 대한 부정적인 인식에 대한 비판적이고 대안적인 담론을 제안하기 위해 난민이 자신들의 삶을 만들어 가는 주체적인 노력들의 긍정적인 측면에 주목을 한다. 그래서 이 논문은 난민이 어떻게 책임감 있는 정치적 주체로서 스스로를 (재)인식하고 이와 관련된 다양한 활동들에 직간접적으로 참여함으로서 자신들의 정치적 주체성을 더욱 공고하게 하는지에 대한 분석을 수행한다. 이를 위해 본문에서 구체적으로 검토할 주제는, 첫째, 난민의 삶에 작용하는 생명정치의 두 양상에 대해 살펴보고 이 둘 사이에서 모색되는 난민의 대항적이고 대안적인 정치학의 특징을 제시한다. 둘째, 위에서 제시된 이론적인 검토를 기반으로 하여 유럽과 국내의 난민 사례에 대해서 연구한다. 이를 통해 난민이 국가를 가로질러 혹은 국가 사이에 존재하는 그들의 삶의 실존적인 조건 가운데서 대항적이고 대안적인 정치학을 어떻게 모색하고 구현해 가는지에 주목한다. 이는 난민의 삶을 통해 ‘트랜스로컬’ 정치지형학이 어떻게 그려지는지를 살피는 것이며, 이를 통해 난민들에게 폭력적으로 가해지는 국가주의적인 혹은 민족주의적인 패러다임에 대한 비판적 지점으로서 난민의 저항적이고 대안적인 정치학의 가능성을 밝힐 수 있을 것이다. 줄이기

Refugees are often considered very negatively as people only seeking selfish gain in a country where they seek asylum or as ‘potential criminals’ or as ‘potential terrorists.’ This negative stereotype has rapidly been disseminated and further solidified through the representation of massive refugee migration in recent years in Northern Africa, the Middle East, and Europe on mass media and the Internet. This paper, however, intends to offer a critical and alternative discourse on refugees by focusing on ways in which refugees make positive efforts to sustain and build up their life despite the extremely harsh life condition they often have to go through. Hence, the paper analyzes how refugees become (re)aware of themselves as political subjects and engage in diverse activities directly or indirectly to consolidate their political subjectivity. To this end, the two main topics to be discussed are as follows. First, I examine how the two aspects of biopolitcs—a politics of death and a politics of life—operate in refugees’ life and how refugees explore and engage with a resistant and alternative politics in between such two opposing modes of biopolitics. Second, on the basis of the theoretical argumentation suggested above, I undertake case studies on refugees’ life of struggle in Europe and Korea in recent years. Here my focus is given to the way in which refugees explore and embody a resistant and alternative politics under their life condition that can be described as life ‘across’or ‘in between’ countries. This study hopes to show an outline of the translocal topography of refugees’ political engagements. This study also hopes to clarify the possibility of a resistant and alternative politics engaged by refugees that can offer a critical perspective on a nationalistic paradigm imposed on refugees’ life. 줄이기
