초록

이 연구는 한인의 호주 노동시장 진입과 성장에 있어서 에스닉 인클레이브로서의 청소업의 역할에 주목하며 이를 통해 국제이주자의 사회이동에 대해 고찰한다. 2017년~2019년까지 시드니, 브리즈번, 멜버른 현지조사와 50여 명의 한인 심층면접조사를 수행하였으며 이 연구에서는 이 중 16명의 심층면접자료를 활용하였다. 분석 결과는 다음과 같다. 호주 한인에게 청소업은 영어 등 인적자본이 부족한 한인에게 취업의 기회를, 자본이 부족한 한인에게는 비즈니스를 시작할 수 있는 기회를 제공하여 한인의 경제적 상승의 발판이 되고 있다. 청소업은 호주 한인의 법적지위 상승에도 기여한다. 워홀러는 청소업을 하면서 학생비자로 변경하거나 457비자를 취득하고, 고용주는 청소업을 활용하여 457비자를 후원한다. 청소업은 한인 이민 1세뿐만 아니라 호주 주류사회 진출 장벽이 낮은 1.5세와 2세에게도 한인이 사수해야 할 중요한 기회로 인식되고 있다. 끝으로 호주 한인은 이주를 통한 사회이동의 의미를 호주 사회 내의 자신의 위치보다는 한국에 있을 때와의 비교를 통해 평가하며, 대체로 호주 이주 후 청소업 종사 등 직업의 하향이동과 상관없이 호주라는 나라가 제공하는 기회와 환경을 사회이동을 느끼게 하는 요인으로 언급하였다. 이는 이민자에게 청소업이라는 직업보다 호주라는 국가가 계층 소속감과 사회이동을 평가하는데 중요한 요소로 작용함을 시사한다.

This study examines the status of the cleaning industry as an ethnic enclave as it incorporates Koreans into the Australian labor market, placing special emphasis on exploration of the social mobility of Koreans who have migrated to Australia. Interviews of some fifty Korean individuals were carried out in Sydney, Brisbane, and Melbourne between 2017 and 2019, with sixteen of those interviews used in this analysis. The cleaning industry has served as a steppingstone towards upward economic mobility by Koreans in Australia as it provides job opportunities to those lacking human capital and English language skills, on the one hand, and business opportunities to those lacking financial capital on the other. The industry has also helped Koreans to secure settlement status in Australia. Working holidaymakers engaged in cleaning work are issued with student visas to continue their work and some get to acquire a temporary work visa (457 subclass) with the sponsorship of Korean employers. Cleaning has been seen as an important opportunity for both first-generation Koreans as well as 1.5 and second-generation Koreans, the latter of whom generally face lower barriers to entry into mainstream Australian society. From the perspectives of Koreans who have migrated to Australia, the meaning of social mobility is constructed by comparing the opportunities and environments Australia has offered to them with those of Korea. This suggests that, for Koreans in Australia, social mobility is interpreted on the basis of where they live rather than what they do.
