초록

다양한 정부부처에서 결혼이민자 대상의 취업지원서비스를 전달하고 있다. 그러나 이들 대상의 취업지원서비스에 대한 효과 평가는 거의 이루어지지 않고 있다. 이에 본 연구는 결혼이주여성을 위한 취업지원서비스 효과성을 평가하여 정책적인 개선 방안을 도출하려 하였다. 본 연구는 이차자료 분석으로 2015년 다문화가족실태조사 자료를 활용하여, 취업지원서비스의 효과성 평가를 실시하였다. 이때, 취업, 임금, 근로시간을 취업지원서비스의 성과지표로 고려하였으며, 성향점수매칭 분석방법을 사용하여 취업지원서비스 효과성을 평가하였다. 분석결과 첫째, 결혼이주여성 대상의 취업지원서비스의 성과를 취업(임금근로자 대 비취업)으로 간주할 때 서비스는 효과적이었다. 둘째, 결혼이주여성 중 임금근로자만을 선발하여 서비스 성과를 임금으로 고려하였을 때 취업지원서비스는 비효과적이었다. 셋째, 결혼이주여성 중 임금근로자만을 선별하여 서비스 성과를 근로시간(주당 36시간 이상 대 36시간미만)으로 고려한 경우 취업지원서비스는 비효과적이었다. 이러한 결과는 결혼이주여성을 위한 취업지원서비스 제공에 있어 취업뿐만 아니라 직업의 질적인 면을 함께 향상시킬 수 있는 정책적 방안을 고려해야 함을 설명하고 있다.

The branches of government provided employment assistance service for immigrant wives in South Korea. However, little research estimates the effect of employment assistance service. Hence, this study is aimed to evaluate the effect of employment assistance service form immigrant wives, as comparing the conditions of employment, the levels of wage, and working hours between service-users and non-service-users, using propensity scores matching analysis. In addition, if the employment assistance service is failing to improve immigrant wives’ the conditions of employment, the levels of wage, and working hours, this study attempts to find policy strategies in which the employment assistance service can be enhanced. Using the 2015 National Survey on Multi-cultural Families, 13,097 immigrant wives who are a wage worker and unemployed were firstly extracted to compare employment conditions between service-users and non-service-users and then, 6,871 immigrant wives who are a wage worker were extracted to compare the levels of wage and working hours between the two groups. The results showed that service-users were more likely to be employed than non-service-users, but service-users were less likely to receive wages and work for a long time than non-service-users. This indicated that the employment assistance service was effective for employment, but the service was not effective for job quality in relation to the levels of wage and working hours. Based on the results, policy strategies were suggested to improve immigrant wives’ employment and job quality at same time. This study recommended the enforcement of need assessment, the development of appropriate jobs for immigrant wives, the provision of vocational training adapted to those women-friendly jobs, and the improvement of service-delivery system in managing the employment assistance service.
