초록

이 연구는 선행연구를 통하여 국내 및 국외의 국민통합의 개념 정의를 알아보고 이를 바탕으로 국민 통합의 정의 및 그 요소를 규정한 후, 국민통합정책의 유형을 가치체계의 공유를 통한 신뢰 형성과 증대, 소속감 및 유대감을 통한 사회 수용성 증대, 계층․이념․지역․세대 등 갈등 예방과 갈등 최소화, 공공서비스 전달 강화를 통한 사회적 가치의 강화정책 등으로 구분하였다. 이러한 국민통합의 개념 정의와 노력에 대한 우리나라 국민의 인식을 분석하고 정책적 함의를 탐색하였다. 설문조사 결과 한국인으로서의 자부심과 주변사람에 대한 신뢰 수준이 높은 것을 제외하면, 사회적 자본과 사회적 포용성 수준은 100점 만점에 30점대로 상당히 낮은 수준이라고 할 수 있다. 뿐만 아니라, 이를 개선하기 위한 정부의 노력에 대한 인식도 다문화 정책과 양성평등 정책을 제외하곤 모두 20점대에 머물러 있어, 국민통합에 대한 국민의 인식은 매우 낮은 수준이라고 할 수 있다. 결과적으로, 정부는 민관협력 등 다양한 방식을 통해 사회적 형평성과 사회적 신뢰의 확보를 위한 국민통합의 노력을 수행할 필요가 있다.

The purpose of this study is to investigate the definition of social cohesion in Korea and foreign countries through the previous research, to define the definition of social cohesion and its elements, Increasing social acceptance through sense of belonging and bond, prevention of conflicts such as hierarchy, ideology, region and generation, minimization of conflict, and strengthening of social value through strengthening of public service delivery. We analyzed the public perception of the concept and effort of the social cohesion and explored the policy implications. As a result of the survey, social capital and social inclusion level are at a level of 30 points out of 100 points, except that they have a high level of self – esteem and a high level of trust in the people around them. In addition, the recognition of the government ’s efforts to improve this situation is at 20 – point level except for the multicultural policy and the gender equality policy, and the public’ s perception of the social cohesion is very low. As a result, the government needs to carry out social cohesion efforts to secure social equity and social trust through various forms of public-private partnership.
