초록

이 연구는 지난 2015년 시범사업으로 도입된 재정착난민 프로그램의 정규화 전환 가능성을 모색하기 위해 수행되었다. 한국 정부는 2013년 난민법을 제정하고 재정착난민 수용의 근거를 마련한 뒤 두 차례의 시범사업을 통해 지금까지 160여 명의 재정착난민을 수용하였지만, 아직까지 정규사업으로의 전환은 이루어지지 않고 있는 상태로 현 시점에서 정규화를 위한 과제를 점검하는 것에 이 연구의 목적이 있다. 유엔난민기구는 국제 난민 보호를 위한 지속 가능한 해결책으로 자발적 귀환, 현지 통합, 그리고 재정착을 제시하고 있으며 전 세계 재정착 수요의 폭발적인 증가로 재정착난민의 수용 확대가 요구되고 있다. 이러한 국제사회의 요구에 대한 응답 및 재정착난민 수용의 긍정적 효과에 대한 기대로 시작된 우리나라의 재정착난민 시범사업은 성공적인 자립 및 지역사회의 통합을 목표로 실시되었으며 생활밀착형 멘토링 프로그램 운영이 대표적인 특징으로 평가된다. 이 연구에서는 우리나라 재정착난민 시범사업의 성공적 요소 및 한계를 살펴보고 재정착난민 수용 정규화를 위한 과제로써 중앙정부 차원의 과제, 지역자치단체의 역할 강화, 민간역량의 활용, 체계적인 모니터링 시스템 구축, 국민적 공감대 형성을 제시하였다.

This study was conducted to explore the possibility of regularizing the resettlement refugee system introduced as a pilot project in 2015. After the Korean government enacted the Refugee Act in 2013 and laid the groundwork for accepting resettlement refugees, it has accepted about 160 resettlement refugees through two pilot projects. UNHCR proposes voluntary return, local integration, and resettlement as durable solutions for international refugee protection. The explosive increase of global resettlement needs calls to expand the number of refugee acceptance. In response to a demand of the international community, on the other hand, with an anticipation of the positive effects of receiving resettlement refugees, the Korean government started to receive resettlement refugees. However, the regularization of the program has not been fulfilled yet. First, this study examines the success factors and limitations of the Korean pilot project. After then, it suggests process improvement at the central government level, strengthening the role of local governments, activating private capacity, establishing an effective monitoring system, forming a national consensus as tasks for regularizing the resettlement refugee program.
